
The Bermuda Police Service held a very well organized Promotions Ceremony on Tuesday afternoon 11th February 2025, for 14 BPS officers, at the Ruth Seaton James auditorium, hosted by Commissioner of Police Darrin Simons.
As a former police officer who was promoted the “old fashioned way” by being called up to the Commissioner’s office in the case if my first promotion, along with several other P.C.’s, not quite knowing what it was all about, and then being told the good news that we had been promoted, to Sergeant, this was a far cry from those days.
The ceremony was attended by His Excellency, new Governor Andrew Murdoch, along with other dignatories, and most of our Senior Police Officers, and the audience comprised invited friends and families of all the promotees. There was certainy a buzz in the hall, and excited young children letting us know of their presence.
Commissioner Simons welcomed everyone to the ceremony at which there was one officer being promotyd to the rank oif Superintendent, one to Chief Insoector, four to Inspector, and eight to Sergeant including one Reserve police officer.
As later reported in the Royal Gazette, (CLICK HERE to view the article) Commissioner Simons spoke to the promotees about their dedication and demonstration of “exceptional commitment” to the community and the principles of policing. The officers were told: “Each of you has demonstrated a willingness to serve and a steadfast dedication to duty that embodies the spirit of the service.”
Commissioner of Police Darrin Simons said: “I am particularly proud to see so many young people among those promoted. Your energy and passion are vital in making a difference within our communities.
“Through your commitment to building relationships with members of the public, you are fostering trust and understanding, which are critical components of effective policing.”
He added: “I would also like to recognise and thank those officers who have been promoted to the rank of Inspector and above.
“Your leadership and guidance have been instrumental in preparing the constables under your mentorship for this next step in their careers.
“Your dedication to nurturing talent within the service is commendable and vital for our continued success.”
The promoted officers were Superintendent Arthur Glasford, Chief Inspector Andrew Smalling, Inspectors Roger Saints, Caleb Jn Pierre, Leroy Mathurin and Anthony Smith. Promoted to Sergeant were Courtney Simmons, Kendy Swainson, Terry Thompson, Tavin Trott, Alson Thomas, Maya Tucker, Tiffani Williams and Reserve Sergeant Duval Robinson.

The 14 officers were offically sworn in by the Commissioner on stage, and following the swearing in the Commissioner first invited a member of the family of Superintedent Glasford and Chief Inspector Smalling to assist him in putting on their new epaulettes. I happened to be sitting close to Arthur Glasford’s father during the ceremony and was clearly exremely proud and emotional to be in attendance and to be invited to go onstage.

This was followed by a family member for each of the four Inspectors to go on stage to assist in putting on their epaulettes, and finally, all the Sergeants were joined by members of their families including husbands and wives, children and grandparents, while they received their epauletts.

In conclusion Mr Simons thanked all the families for the support they had given to their police officer family members over the years and said: “Let me also take this opportunity to remind youu all that the Bermuda Police Service is a viable employment option for young Bermudians.
“In closing, I encourage all of you to embrace the challenges and opportunities that come with your new roles.
“Remember that your service is a privilege and a calling.
“Together, we will continue to serve our community with honour, dedication and professionalism.”
Mr Simons said: “Congratulations once again to all the newly promoted officers.
Editors Note - This ceremony was new to me having retired from the BPS in 2002, but sitting next to me was retired Commissioner Michael DeSilva who mentioned that it was retired Deputy Commssioner Mike Jackman who first proposed this type of ceremomy, during the time that he Michael were leading the Service, and the first promotion ceremony along these lines was held around 2010 – 2011. Credit to the two Michael’s for their initiative.

Superintendent Arthur Glasford
Superintendent Glasford joined the Bermuda Police Service (BPS), as a Cadet in 1989 and has dedicated 35 years to policing with professionalism and integrity. He has served in key units, including Roads Policing, Narcotics, Criminal Investigations, Serious Crime, Intelligence, Special Branch, and Professional Standards. His exemplary service has earned him Merit Awards, Letters of Good Work, and Commissioner’s Commendations.
In 2018, he was honored as Gentleman Usher of the Black Rod at the Convening of Parliament. He holds a Bachelor’s (Hons) in Risk and Security Management and is a graduate of the FBI National Academy.
Superintendent Glasford remains committed to addressing the challenges facing the community, to get involved, solve problems and to make a difference. He has an established record of taking ownership of and leading strategic initiatives for the betterment of the BPS. He is a strong role model for colleagues and takes a vested interest in developing staff.His attributes include having the required drive, energy and resilience necessary to ensure Bermuda remains a place where people feel safe to live, work and visit.
Chief Inspector Andrew Smalling
Chief Inspector Smalling’s career spans over 28 years, having served in his native home Jamaica since 1996, prior to joining the Bermuda Police Service in March 2006. He has proudly served Bermuda and her diverse communities as a frontline officer in the Community Policing Division, Police Support and Firearms Units to name a few. His most recent posting was that of Chief Inspector of the Professional Standards Department and Training.
Chief Inspector Smalling is an accredited Tactical Firearms Commander and Post Incident Manager. He has received specialized training in Problem Oriented Policing, Criminal, Bribery, Corruption and Professional Standards Investigations. He holds a Bachelor's Degree in Management and Master’s Degrees in Information and Communications Technology and Business and Management Research.
Outside of work, he serves as the Membership Director of the Pembroke Rotary and lives by the motto “Service above Self”. He sincerely thanks his family and mentors for their support.
Inspector Caleb Jn Pierre
Inspector Caleb Jn Pierre joined the Bermuda Police Service in 2008 after three years with the St. Lucia Fire Service. He began his BPS career at Southside Police Station before joining the Armed Response Vehicle Unit in 2012. In 2017, he assisted humanitarian efforts in the British Virgin Islands following Hurricanes Irma and Maria. By 2018, he was posted to Hamilton Police Station and earned promotion to Sergeant in 2019. He later transferred to Somerset Police Station in 2022.
A dedicated officer, Inspector Jn Pierre frequently volunteers for parades and proudly represented the BPS at King Charles III’s Coronation in 2023. He has received multiple commendations and awards and holds degrees in Electronic Servicing & Communication Engineering, Business Administration, and Global Affairs. Currently pursuing a PhD in Leadership Studies at Gonzaga University, Inspector Jn Pierre is passionate about civic engagement and committed to accountability in his role as an Incident Commander at Police Operations.
Inspector Leroy Mathurin
Detective Inspector Leroy Mathurin has dedicated 25 years to the Bermuda Police Service, earning six Commissioner’s Commendations for outstanding contributions. A skilled Senior Investigating Officer and trained Firearm Incident Commander, he has spent much of his career in detective work.
He served five years in Narcotics, twelve years in the Serious Crime Unit during Bermuda's gang violence surge, and now plays a key role in the Financial Crime Unit, protecting the island’s financial systems.
Academically accomplished, DI Mathurin holds a Bachelor’s in Information Technology and a Post Graduate Diploma in International Financial Crime Prevention from the ICA. He is completing his dissertation for a Post Graduate Degree in Economic Crime at the University of Portsmouth.
Known for fairness, integrity, and professionalism, DI Mathurin leads with a transformational and inclusive approach, ensuring the highest ethical standards while mentoring and inspiring those around him.
Inspector Roger Saints
Inspector Roger Saints joined the Bermuda Police Service in September 1999, beginning his career with Central Uniform ‘C’ Watch. Over the years, he has served in key units, including the Police Support Unit, Narcotics, K9 Unit, and Gang Targeting Unit, demonstrating versatility and dedication to public safety.
A recognized Narcotics Expert for court proceedings and an Armed Firearms Officer, Inspector Saints has played a vital role in combating drug, gun, and gang-related crimes. He was promoted to Sergeant in 2009, leading both the K9 Unit and PSU, and advanced to Inspector in December 2024.
Beyond policing, he is passionate about fitness and basketball, mentoring young athletes and volunteering at local practices. Additionally, he engages in agriculture, raising rabbits and goats. His commitment to community service, youth development, and sustainable practices reflects his dedication to both Bermuda’s safety and its future.
Inspector Anthony Smith
Inspector Anthony Smith, assigned to the Tactical Operations Division of the Bermuda Police Service (BPS), oversees Armed Response and Road Policing operations. With over 17 years of dedicated service, including seven years in supervisory roles, Inspector Smith has developed a reputation for operational excellence, ethical leadership, and team mentorship.
A graduate of CDI College’s Law Enforcement Foundations program, he has completed extensive training, including Firearms Command, Advanced Gang Investigation (FBI), and Public Order Public Safety Advisor certification (College of Policing). His experience spans from the Community Policing Division and the Tactical Division, where he has managed day to day operations, critical incidents, and spontaneous/pre-planned operations.
Guided by values of fairness, discipline, and accountability, Inspector Smith embodies the ethos of “Making Bermuda Safer.” Recognized with multiple awards, including three Commissioner’s Commendations, he continues to inspire and support his team while ensuring public safety across the island.
Sergeant Courtney Simmons
Sergeant Courtney Simmons joined the Bermuda Police Service in September 2009 and has served with dedication for over 15 years. She has worked in key areas, including Community Policing, Criminal Investigation, the Vulnerable Persons Unit, and has assisted the Serious Crime and Digital Forensic Units.
Sergeant Simmons holds certifications in Achieving Best Evidence, Grading of Indecent Images of Children, Cellebrite Certified Officer, and Cellebrite Mobile Forensic Fundamentals. Her commitment to justice was recognised by the Department of Public Prosecutions for her excellent Pursuit of Justice.
Reflecting on her career, Office Simmons values the strong community partnerships she has built and takes pride in assisting colleagues to make Bermuda safer, particuarly through her work in the Vulnerable Persons Unit.
Outside of policing, she is deeply family-oriented, sharing a strong bond with her niece and nephew, and actively supports the Foster Parent Association.
Sergeant Kendy Swainson
Sergeant Kendy Swainson began her career with the Bermuda Police Service (BPS) on August 15, 2005, as a Police Cadet. After completing the Cadet Program, she attended the Police Recruit Foundation Course in 2008.
Over the past 17 years, she has gained invaluable knowledge from her supervisors, colleagues, and experiences in the Financial Crime Unit, Drug Unit, Western Community Action Team, and Western Mobile Control. She has investigated major crimes, including money laundering, bribery, corruption and drug conspiracies. To further enhance her expertise, she has received training in Financial Investigation, Cryptocurrency, Senior Financial Exploitation, and Online Child Exploitation.
As a leader, Keny strives to foster an environment where individuals are valued for their abilities and potential. Her core values include integrity, humility, respect, wellness, and personal development.
Sergeant Alson Thomas
Sergeant Also "Boneyman" Thomas joined the Bermuda Police Service in 2007 as an experienced pfficer, bringing 25 years of combined policing experience.
He has spent most of his career in the Tactical Division, demonstrating professionalism, dedication, and a commitment to high policing standards. After passing the Sergeants Exam, he now serves as a supervisor in the Community Policing Division, further enhancing public safety.
Sergeant Thomas holds specialised qualifications as an Authorised Firearms Officer, Close Protection Officer, Public Order Officer, and Officer Safety Instructor. His exceptional service has earned him numerous Team Merit Awards and commendations.
In 2018, he was recognised at Government House for his role in assisting the British Virihn Islands after Hurricane Irma. His dedication to both local and international service highlights his commitment to exceeding expectations and making a lasting impact on the community.

Sergeant Terry Thompson has served with the Bermuda Police Service (BPS) for 16 years, having previously served with distinction in the Barbados Police Force. After completing a localization course, he was posted to the Eastern Division and later assigned to the Airport Police Station.
Seeking more dynamic challenges, Terry became a firearms officer and, in 2010, joined the Armed Response Vehicles (ARV) unit. There, he gained extensive experience executing warrants and managing violent offenders. He successfully completed the ERT Course, Advanced Car Course, Standard Motorcycle Course, and Armours Course.
Terry further honed his investigative skills in the Gang Targeting Unit, completing courses in Investigations, Gang Intelligence, and Drug Investigations.
A dedicated and highly skilled officer, Terry is known for his leadership and commitment to excellence.
Sergeant Tavin Trott
Sergeant Tavin Trott is a devoted father of two and has served 12 years with the Bermuda Police Service.
After leaving Saltus Grammar School, he joined the BPS as a Cadet in August 2012 and later earned an I.T. Associate’s Degree from Bermuda College. In August 2016, he graduated from RFC 77, receiving the Academic Award for achieving an overall test average of 98%.
In 2020, he was honoured with a Superintendent’s Award for rescuing a distressed member of the public trapped in the ocean.
Throughout his career, Tavin Trott has remained dedicated to serving the community with integrity. He continuously seeks opportunities for professional and personal growth, striving to make Bermuda a safer place.
Sergeant Maya Tucker
Sergeant Maya Tucker has served in the Bermuda Police Service for 11 years after joining as a Police Cadet in 2014. She has spent majority of her career in the service working in the Community Policing Division in the Central and Eastern parishes where she enjoyed serving her community and building relationships with members of the public.
Sergeant Tucker has completed courses independently in Human Services and Organizational Management to acquire new skills beneficial to her career. Over the years she has completed in-service training in dispatching, disaster victim identification and driver training to name a few.
As she reflects on her time in the BPS, she takes pride in mentoring new officers and being a dependable team player. She also enjoys taking part in initiatives to give back to the community.
Sergeant Tucker has a daughter who she credits as her motivation to achieve her full potential.
Sergeant Tiffani Williams
Sergeant Tiffani Williams joined the Bermuda Police Service in 2009 and has dedicated 15 years to serving her community with distinction. A champion of Community Policing, she has shown an unwavering commitment to engaging with the public and addressing their needs. Beyond this, she has excelled in operational roles, including serving as a dispatcher when required.
Sergeant Williams has played a pivotal role as a tutor constable, mentoring new recruits and shaping the next generation of officers. Her dedication to professional growth includes specialized training in Child Exploitation, Assault, leadership development, and trauma-informed practices.
Her exemplary service has earned her multiple commendations, including the prestigious Superintendent's Award. A strong advocate for high standards, Sergeant Williams values mentoring junior officers and leads by example in conduct, appearance, and performance. She remains steadfast in upholding ethical values and reinforcing the trust placed in the Bermuda Police Service by the community.
Reserve Sergeant Duval Robinson
Sergeant 1543 Duval Robinson joined the Bermuda Reserve Police in 2015 and has served with dedication for over nine years. He has worked in Road Policing, the Airport Unit, the Drug Unit, Roadside Sobriety Teams, the Court Liaison Unit, CCTV Operations, and Community Policing, showcasing his adaptability and strong commitment to public service and volunteerism.
With a background in Computer Science and Information Technology, he effectively applies his technical expertise in both operational and supervisory roles. His diverse experience has fueled his passion for mentorship and leadership, particularly in guiding and inspiring young minds.
Dedicated to supporting both his colleagues and the community, Sgt. Robinson actively contributes to youth development and positive societal change. His unwavering commitment to service is strengthened by the support of his wife, Mrs. Nadia Robinson, and their daughter, Marli Robinson, who continue to inspire him.
